Salicylic acid is a beta-hydroxy acid that gets into the pore itself, which is what makes it good at blackheads and congestion specifically rather than acne in general. It exfoliates from inside the follicle, loosening the plug before it turns into a proper breakout.
It won't do much for deep, inflamed spots — that's benzoyl peroxide's job. The two pair well; just don't layer them in the same application, or skin gets irritated fast.
